There is one notable restriction. The Ethereal Transmogrifier cannot be used within Exile’s Reach. New characters going through the tutorial will need to reach level 10 and leave for their faction’s capital before they can make use of it.

The only consideration is opportunity cost. Spending 300 Tender on the toy leaves less currency available for the many other September rewards.
