Laurie Strode, Bob Simms, and Alexis Purcell are currently the strongest Civilians in Halloween: The Game, offering some of the best combinations of Resident protection, combat power, and team utility. Other characters can still excel with the right strategy, but their effectiveness is often more dependent on specific items or situations.
Choosing a Civilian isn’t just about surviving Michael. Traits can help protect Residents, slow his Bloodthirst progression, improve Escapes, strengthen 911 calls, or even make fighting him a viable strategy.
Our tier list ranks every Civilian based on their overall usefulness and how consistently their abilities can influence a match.
Halloween: The Game Civilian Tier List
| Tier | Civilians |
|---|---|
| S | Laurie Strode, Bob Simms, Alexis Purcell |
| A | Rachel Calahan, Jennifer Aarons, Thomas Armitage |
| B | Marcus Navarro, Richard Hawthorne |
| C | Annie Bracket, Tanya Harrison |
| D | Eric Dunn, Lynda Van Der Klok |
S-Tier: Best Civilians
Laurie Strode
Laurie Strode is the best all-around Civilian because her Traits are useful across several of the game’s most important objectives.
Spacial Awareness helps Laurie keep track of Residents while she remains calm, making it easier to protect them and manage their movements.
Knockout increases the amount of time Michael remains down after being incapacitated. This gives the team more time to reposition, work on an Escape, or prepare another attack.
Revenge becomes increasingly powerful when a match starts going badly, increasing Laurie’s damage against Michael for every Resident he kills.
That combination makes Laurie effective at protecting Residents while still giving her significant offensive value. Her strong Personality further reinforces her position as one of the safest picks for almost any team composition.
Bob Simms
If your objective is to fight Michael directly, Bob Simms is arguably the strongest choice.
His Heavy Weight Trait makes intoxication particularly powerful. Bob can become drunk while receiving many of the benefits with fewer drawbacks, including a major increase to his melee damage.
More importantly, players can select a Beer Can as Bob’s Starting Item, allowing the strategy to come online almost immediately.
This can make Bob extremely dangerous during the early stages of a match, particularly when several players coordinate around him. Attacking Michael before he reaches Tier 3 Bloodthirst can put substantial pressure on the killer before he becomes more dangerous.
Alexis Purcell
Alexis is one of the strongest support-oriented Civilians.
Her Popular Trait reduces the damage and Fear suffered by followers while also making Residents more willing to defend themselves against Michael.
Panic Contagion rewards successful Resident management by increasing movement speed when Residents escape, while Smooth Talker makes it easier to score a perfect result during dispatch calls.
That makes Alexis particularly valuable for teams trying to increase the Police presence early through 911 calls while simultaneously keeping Residents under control.
Her high Personality also complements this playstyle, making her an excellent choice for coordinated teams.
A-Tier: Excellent Civilians
Rachel Calahan
Rachel specializes in making Michael’s job more difficult.
Full Moon increases the amount of Bloodthirst Michael loses when he’s downed, making successful attacks against him more punishing.
Aura of Awareness increases the radius in which Michael’s Shape Jump is prevented, reducing his ability to suddenly appear close to Rachel. Sixth Sense provides another layer of protection by allowing her to hear Michael breathing during Shape Jump when he’s within two meters.
Michael can counter Aura of Awareness with Reality Tear, so Rachel isn’t completely safe from his mobility tools.
Even so, her combination of anti-Michael abilities, Capability, and Resourcefulness makes her one of the strongest defensive choices.
Jennifer Aarons
Jennifer is an excellent pick for players who would rather avoid Michael than confront him.
Her Dreamer and Ghost Traits counter Stalk, affecting both Jennifer and Residents and making it more difficult for Michael to build Bloodthirst efficiently.
Her high Athleticism also helps her maintain distance when a chase begins, while strong Resourcefulness gives her additional flexibility.
Jennifer isn’t helpless when Michael catches her, either. When terrified, she gains increased melee damage against him.
She’s particularly effective for players who prioritize denying Michael progression while staying mobile.
Thomas Armitage
Thomas offers a versatile mixture of Resident protection and anti-Michael utility.
He can increase a Resident’s health by instructing them to hide, while doors locked by Thomas receive additional strength. Together, these abilities make him useful for fortifying areas and keeping Residents alive.
Thomas can also reduce his own Stalk by looking at or attacking Michael.
Most Civilians need to disengage or hide to deal with Stalk effectively, so being able to actively reduce it gives Thomas a useful advantage during confrontations.
His strong Personality and Athleticism make him an excellent general-purpose pick even when his more specialized Traits aren’t required.
B-Tier: Good Civilians
Marcus Navarro
Marcus is one of the best utility characters and becomes particularly valuable when a match starts falling apart.
When he’s the last Civilian alive, important Escape items and the CB Radio become highlighted. His communication and interaction abilities also become more effective, giving him a legitimate chance to salvage a losing match.
Marcus is also the only Civilian capable of picking locked doors.
His repair-focused abilities provide further utility, including a chance for Repair Kits not to be consumed when used.
He doesn’t provide the immediate combat or team-wide benefits of the highest-ranked Civilians, but Marcus is an excellent objective-focused character and one of the strongest solo survivors.
Richard Hawthorne
Richard can become surprisingly dangerous with the correct items.
When both intoxicated and drunk, Richard receives a major melee damage increase. Combining a Beer and Joint can therefore turn him into a strong option for confronting Michael.
The drawback is that Richard still experiences many of the negative effects associated with those items, making his combat setup less efficient than Bob’s.
He also has a Trait that reduces Michael’s Slow Stalk, although the effect is relatively minor.
Richard’s strong Personality keeps him competitive, but his best strategy requires more setup than the S-tier alternatives.
C-Tier: Viable Civilians
Annie Bracket
Annie’s biggest advantage is her ability to shortcut the Car Escape.
She can start the car using only a Repair Kit, removing the normal requirement to find Keys. Since a Repair Kit can also be selected as a Starting Item, an Annie player may only need to locate the Gas Can before attempting the Escape.
That’s a significant shortcut, but there’s an important weakness: the Car is also one of the easier Escapes for Michael to disrupt.
Annie has additional utility through Convincing Plea, which helps increase Police presence more quickly. She can also unlock the Flare Gun as a Starting Item and has improved Escape detection range.
Her abilities are useful, but they’re more situational than those of higher-tier characters.
Tanya Harrison
Tanya becomes considerably more valuable when paired with a strong Resident-focused character such as Alexis.
Her Guardian Shadow Trait reduces damage dealt to followers by 10%, making Residents more resilient while Tanya is supporting them.
She also has excellent Personality and can use Noise Makers to help detect Michael.
The problem is that Tanya’s overall impact is more dependent on team composition. Pairing her with Alexis creates a much stronger Resident-protection setup, but Tanya on her own struggles to match the broader utility of the higher-ranked Civilians.
D-Tier: Most Situational Civilians
Eric Dunn
Eric’s biggest weakness is his poor Athleticism.
Mobility is extremely valuable when Michael begins hunting a Civilian, and Eric’s limitations make him easier to catch than many alternatives.
He does have strong Resourcefulness and several useful item-specific Traits.
Eric reloads ranged weapons and Flashlights more quickly, while Firecrackers stun Michael for longer. When calm, he can also see audio pings.
Escapes within 15 meters are highlighted as well, which helps Eric identify their locations and determine whether Michael has closed them.
These abilities aren’t useless, but they’re too situational to compensate consistently for his mobility disadvantage.
Lynda Van Der Klok
Lynda has reasonable overall stats, but her Traits don’t provide enough impact to compete with most of the roster.
Her strongest ability is Blinding Light, which increases the duration Michael is blinded by Road Flares, Flashlights, and Flare Guns by 50%.
She also reduces Stalk more quickly while hiding.
Both bonuses can help during specific situations, particularly when a team is heavily using blinding items, but Lynda lacks the broader Resident protection, objective utility, combat potential, or Michael counters offered by stronger Civilians.
Which Civilian Should You Play?
Laurie Strode is the strongest choice for most players because she can protect Residents, punish Michael, and remain valuable throughout an entire match.
Pick Bob Simms if you want an aggressive melee-focused strategy, while Alexis Purcell is the better S-tier option for teams built around Residents and quickly increasing Police presence.
Rachel, Jennifer, and Thomas are excellent alternatives if you want stronger counters to Michael’s individual mechanics. Marcus is particularly useful for objective-focused players and anyone who wants a character capable of mounting a late-game comeback.
The lower tiers aren’t necessarily unusable. Halloween: The Game’s Civilians have specialized Traits that can become much stronger with particular items and team compositions. The difference is consistency: the highest-ranked Civilians provide powerful advantages in far more situations, making them the safest choices in the current meta.
