Why random War Plans ruin your progression
When you use the Command Table, you can link things like Helltides, The Undercity, and The Pit into one continuous run. The game gives you an instant teleport between them. You also get a War Chest at the end to top off your rewards. The trap is that not all activities reward you equally.
If you do not plan your route, you miss out on free Whisper overlap. Blizzard designed the system so Whispers can double up with your selected War Plans. You want to pick activities that advance both trackers at the exact same time. Doing this means you get double the loot for the exact same time investment.

Forcing the Ancestral drop in Infernal Hordes
Finish your chain with Infernal Hordes. This is the whole reason the route works. When you finish the Hordes, you face a room full of chests. Ignore the material chests and spend 200 Aether strictly on the equipment chest.
That specific 200 Aether chest guarantees Ancestral gear and two Scrolls of Restoration. Because you are playing on Torment, those drops have a very high chance of hitting the 800 item power cap with at least one Greater Affix.
